About:

The Town of Longboat Key has identified two flood resiliency projects in the Sleepy Lagoon neighborhood, 2025-02 includes Bayview Drive, De Narvaez Drive and Juan Anasco Drive and 2025-03 includes General Harris Street, Marbury Lane, and Penfield Street, as the locations of concern that are subject to sunny day flooding due to high tides and king tides and subject to increasing flood risks due to Sea Level Rise (SLR). The Town previously contracted with Kimley-Horn Associates, Inc. (KHA) to evaluate the impacts of rainfall, tidal events, and SLR on the roadways and infrastructure in these areas within Sleepy Lagoon, and to identify projects to mitigate impacts.

A list of general recommendations, mitigation, and adaptation strategies were developed and discussed in the KHA Report and a link to the report is provided HERE. The strategies that were identified are possibilities to be implemented in this neighborhood and in the Town as best practices to improve resiliency.

ISS an HR Green Company was selected by the Town to provide the engineering services to increase resiliency by designing and permitting stormwater improvements to mitigate flood impacts due to sunny day flooding caused by high tides and king tides that are subjected to increased flood risks due to SLR for the minimum 25-year/24-hour storm event. The project will include roadway reconstruction to increase the road elevation by approximately 6” and will add inlets, piping, and an additional pipe outfalls to the Bay. The outfalls will include a check valve to prevent water backing up into the pipe. The Town is considering inserting filters into the proposed inlets to improve the water quality of the stormwater discharge into the Bay. Please use the link in the Project Documents above to access the current plans. In addition, an Interactive Map link has been provided for residents to locate their property and see how it is incorporated into the design. Easements have been proposed on the new and existing outfall pipes if existing easements were not recorded.

ISS an HR Green Company will assist the Town with public communication and coordination. If a resident within the Sleepy Lagoon neighborhood has a question or concern regarding the project or proposed improvements within Bayview Drive, De Narvaez Drive, and Juan Anasco Drive, or General Harris Street, Marbury Lane, and Penfield Street, please use the “Send a Comment…” link below to send a question that will be addressed by ISS, with the Town’s input. ISS and the Town will also be coordinating a meeting to discuss the project and answer questions in person. Once the meeting date, time, and location are established, the information will be added to the website and provided to the HOA president for distribution to residents.
